Such shipments of stamps were in danger of being taken by opposing armies or bandits. These stamps were printed in Mexico City and then distributed to regional post offices for sale to customers. During Maximilian's Empire in Mexico (1864-1866), the government issued line-engraved postage stamps known as the "Eagles," depicting the country's arms, an eagle standing on a cactus, killing a snake.
